As per yesterday's editors' call, we will keep documents on TPAC and F2Fs in the wiki.

@jnurthen @spectranaut I reverted the two commits for 2023's TPAC and F2F planning.

There are 4 pages left where I'm uncertain what to do (see the top card). Would you let me know what you think about my suggestions for these?
