Updates needed to the WAI-Adapt Explainer and WAI-Adapt Requirements pages

WAI-Adapt Explainer current usage > Current usage section links to adapt-action, adapt-destination, adapt-purpose and need to be removed.

The WAI-Adapt Requirements page (which is out-dated):

• Understand what the page was created for and decide if it is still needed.
• Review the page against the WAI-Adapt Explainer to determine if everything is covered.
• If it is determined that everything is covered, delete this page and update any references to point to the WAI-Adapt Explainer.

Background information on the Requirements page:

• The WAI-Adapt requirements specification page was created and then populated by Michael Cooper in 2018. It was at this time he said we needed it and to "move the use cases and requirements into the requirements document".

• We continued to work on Requirements through 2020 where we discussed the need for a Requirements document as "a stage to move to a Normative document." We used MAUR's requirements as an example.

• In 2022 the Requirement from the WAI-Adapt wiki document was moved to W3C > Requirements for WAI-Adapt specification.
