Check ActivityPub Primer AuthC/AuthZ page against ActivityPub HTTP Signatures report when published

We need to check the Authentication and Authorization primer page once the ActivityPub HTTP Signatures report is published to make sure that the primer page is harmonized with the signature report (which is canonical, or should be!).
