Where did you get the datapoints for this device? It is missing datapoint for thermostatOperatingState.

The datapoints are from dotan_shai and the thermostatOperatingState no working datapont found. I`ve checked many of them.

What I have to change? There is possibility to set "Rate" in the driver. But I can`t set 0.1 which will solve my problem.

Post all the links here so it can evidence your settings. If you didn't find a datapoint for thermostatOperatingState, then this profile won't work properly for this device.

Try using a custom profile in your own channel and come back with the results of your tests.
