[Feature Request] Silent Running Notification

Overview

The current "File Navigator is running" notification is placed with normal notifications. Ideally, it would be less disruptive and placed in the silent notifications section, where it can still be used to check whether the app is working but is otherwise low-profile.

This does not significantly change anything, it's just a user experience thing.
