[Request] Mark 360p videos for re-checking

On the rare occasion that yt-backup picks up a brand new video, YouTube could still be processing said video and download the low 360p quality version.

It would be good to mark recently downloaded videos that are specifically in 360p (640x360) for re-checking/re-download to their full quality on next runs.

Otherwise steps taken to re-download were:

1. Remove specific video_id from the videos table
2. Remove specific video_id from the archive.list file
3. Run python3 yt-backup.py add_video --video_id <video_id> and python3 yt-backup.py download_videos

This is more common than thought. I'm often downloading 360p videos from this channel UC1MsL478LCQM3apSbzG_7lg as she has been uploading in 4K/2160p resolution which requires some processing time from YouTube (usually less than a hour).
