Issue Description

when I was originally downloading the software I didn't have anything related to python on my pc so it started downloading some stuff like 10 files (in the command prompt) yeah and during the download my internet went out. They all stopped and when I relaunched it instantly put me in without any downloads. Then I tried downloading the latest version of python... nothing. Then I downloaded pytorch and I got another issue I don't know what it is but now when I launch I get an error there's a screenshot below of it. If anybody can help me it would be truly appreciated
