to be honest I'm out of ideas since there's no obvious connection issues on browser side I'm guessing that this is something server side maybe somehow it's blocked by some...

confirm, did you try disabling antivirus AND THEN re-install? like if the antiverse remove some files it's permanent, you need to reinstall to make them come back

the closest thing I got is this and I only managed to get this by a strange combination of killing the server and reloading the webpage 

I think it makes more sense to just extend `loopback` script with image upscaling https://github.com/AUTOMATIC1111/stable-diffusion-webui/blob/8a6a4ad894c2e28bcb6924490396997bfed7f07f/scripts/loopback.py or create a new script similer to `loopback` that is more specific to the usecase...
