Add fee on "pay for order"

When sending out an invoice manually, the user sees a "payment" link. When he/she clicks on it, it redirects to a "pay for order" page.

/checkout/order-pay//?pay_for_order=true&key=order_

On that page, the payment fees are not added, even though the user can choose the payment method.
