I'm looking for a good telegram cli client.

This one hasn't been touched in 5 years.

Can anyone explain where to get the -k public_server_key file?

You get it if you do git clone --recursive https://github.com/vysheng/tg.git && cd tg. Then you install all needed packages and do make. The public_server_key file is then in the tg folder.

The Debian package: https://packages.debian.org/stable/telegram-cli lists this project (vysheng/tg) as the official source (homepage).
