fix libpython library for ubuntu/devian installation

Following the installation for ubuntu/Debian as suggested by the readme bring me to this notice:

Changing the last lbrary libpython-dev to libpython2-dev fixed the issue.

I think it should be libpython3-dev instead of libpython2-dev, WDYT @dwhitz?
