Snapshot metrics

It would be really nice to have a metric for the start_time and end_time of the last snapshot, with labels for repository and status. Snapshots getting stuck can lead to a pretty dangerous situation if unnoticed for too long, and it would be great to be able to alert on it based on prometheus metrics!

since it would only collect stats on the latest snapshot of each status per repository, there shouldn't be any cardinality issues either
