[BUG] - Tags Terraform

Describe the bug

I use multiples tags in vultr_instance resource, for example:

tags = ["kubernetes", "rancher", "dev", "cluster"]

These tags is not showing on the vultr console instance, but if you go to console and click on tags, you will see it there. So just on first screen of vultr console it's not able to see tags.

Please could you check ?

Vultr terraform version 2.12.0. terraform 1.3.6

This appears to be a bug in the API tag re-work so we'll have to address it there. I'll update you here when that's resolved.
