Is it supported non SSR packaging？

TL;DR - it is not supported, you can see here: https://github.com/vuejs/vuepress/issues/1167 If you're using VuePress v1, someone suggested a build script that is non-SSR. As for v2, I've been trying to get this to work and it's just too hard
