Vite plugin devtools not usable when a <dialog> is open

We're using the

HTML element to implement modals in our application. However, since dialogs are rendered in the top layer (above the body), they appear above the DevTools UI. As a result, when a dialog is open, the DevTools become obscured or inaccessible.
