Feature/allow read only access

This change will allow Packeton to be configured, to allow access to the packages without authentication.

  • Added an example security.yml.ro (readonly)
  • Conditional allowing access in some controllers
  • Added packagist_web.allow_read_only_access variable

It would be nice if this PR is merged. It is useful addon to the application and I am sure that many would use it.
