Fix Malta's list of Councils

It relates to This Slack thread. This PR fixes the shortCode values for all Malta's Councils. It also updates the list of councils according to this official source. It is also the same list used now on Address-form.

After the publishing process has been completed (check #vtex-io-releases) and doing A/B tests with the new version, you can deploy your release by running:

vtex deploy [email protected]

After that your app will be updated on all accounts.
