Adding a label could be breaking change. Testing the changes locally.
Still facing the same issue with 23.0.0-rc.2.
This issue is happening in docker 23.0.0-rc.3
It is reproducible on Container-Optimized OS from GCP. But I have updated the reproduction steps for Ubuntu and Debian.
