[BUG] canot drag and drop between separated lists.

Describe the bug Cannot drag and drop between two bulletpoint lists that are separated by empty lines (see screenshot).

To Reproduce Steps to reproduce the behavior:

1. Make two bullet lists separated by empty line
2. Attempt to drag item from the upper to the lower list, it wont work. Instead it just moves the item to the bottom of the upper list.

Expected behavior I would expect to be able to move the bulletpoint items between two lists that are separated by empty lines.
