CoreNodeRenderer: obey htmlBlockOpenTagEol

The CoreNodeRendere emits newlines unconditionally before blocks in spite of the setting of htmlBlockOpenTagEol. On the other hand he setting htmlBlockCloseTagEol is takgen into account for newlines after the block. This pull request changes this.
