Blendshape data lost when exporting skinned meshes with no weights

Describe the bug
If a mesh with blendshapes, but not actual bone mapping weights, is exported as part of a full character (an accessory, for example) then all the blendshape data will be lost in the exported VRM. The Blendshape names and values can still be inspected in the Unity Editor Inspector, but the actual data is lost, making the Blendshapes not produce any changes in the model.
