some NPCs "lagging/stuttering" during dialogues scenes

When npcs walk to reach to conversation sometimes they start "fizzing" or lagging... i don't know how to explain it in english but i think is related to the game...

Can't get more FPS

Do you know why i can't get more then 80/90 fps? i'm running the game in 4k my specs are RTX 4080, 48GB Ram 3000mhz, i7-10700k. Nothing is fully utilized......

Gallery dl won't detect my cache file or reddit refresh token

In my python code i specify a config file with the argument --config. it does seems to detect it however when i try to download a reddit album it ignore...
