toqito Feature: OperatorSinkhorn function

One of the prerequisites to be able to generate a set of random quantum channels (quantum superoperators) will be to implement the operator_sinkhorn.py file.

For a MATLAB reference of an implementation of this issue, refer to OperatorSinkhorn from the QETLAB package.

reopening this issue as we had to undo the commit that added this function in #1217

This issue is now open because adding the feature is directly related to #1081

Once the circular import issue is fixed, we can add the reverted commits from #1217 back in.
