Porting QETLAB functions to toqito

For those interested in adding new features that do not have any issues, please take a look at the Port QETLAB functions from MATLAB to functions within toqito section of the roadmap in the wiki.

We might want to make this issue into something more descriptive and actionable. As there is already a wiki outlining the items that are present, this issue is a bit too expansive to be tackled in a single PR.

Yes, I intended this issue to be a generic pointer toward the todos in the wiki. Which is why I pinned it.
