Reference is not linked anywhere

Hello. I'm just in the process of updating from the old stankevich package and, while somewhat embarrassing, it took quite a few minutes to find the REFERENCE.md.

The link to it on puppet forge is broken and there's no link in README.md, so it got me searching all over the place, since you can never be sure where such a reference would be, eg readthedocs, wiki and so on.
