Split localstorage creation and localstorage configuration

Hello,

It would be nice to split the localstorage creation and localstorage configuration, AFAICS, this is not possible today with the module

For example, I would like to have the storage on another partition and my code base already contain a dedicated resource for that, ATM I get a duplicate resource error because of that
