Bug: keystore for instance is not readable by elasticsearch

Bug description

When using x-pack, a keystore in $configdir/$instance-name/x-pack/$instance_name.ks is created which is owned by root:root and has the file mode 0640. If elasticsearch is not run as root, it can't read the file and thus does not start the instance due to x-pack initialisation error.

also having the same issue. File should be owned by the elasticsearch user
