Automate community contributions

For now, the current workflow is design for module maintainers to push to master on modulesync and use the git hook to automatically push changes to master on the managed modules. For a change that deserves peer review and CI, or for community contributions, users must make a pull request on modulesync, push to forked versions of the repositories, and manually make pull requests against the puppetlabs managed modules. This process should be automated.
