Add webhooks to automatically merge pull requests

Right now pull requests must be manually generated, but if #16 is implemented this should be more automatic. The corollary to automatic pull requests is automatic merging of pull requests. The web hook should be activated when a pull request against puppetlabs/modulesync is merged and should automatically merge all pull requests generated from that sync.
