not usable for encryption on windows due gpgme problem

the dependency gpgme is not usable/installable on windows and ruby_gpg can't be used for encryption.

are there alternative ruby libs out there or would it be an option to do a cli call of gpg.exe?

I don't see any progress in the gpgme issue and I don't expect any progress soon. If you provide a PR to fallback to the gpg.exe we can probably merge that.
