[DOCUMENTATION] Fiftyone on Ubuntu 22.04

Description of proposal (what needs changing):
At the moment fiftyone seems to work only with OpenSSL 1.1. On Ubuntu 22.04 only OpenSSL 3.x is through apt
. Therefore, the line "On Ubuntu, libssl packages can be install with the following command: sudo apt install libssl-dev
" should be replaced with something like
"For Ubuntu 21.10 or older, libssl packages can be install with the following command: sudo apt install libssl-dev
".
