The development workflows are designed to make sure that the most ergonomic commands automatically set up the toolchain properly on demand.

It should also be possible to use notion in a CI mode, where all the provisioning can be done up front and then subsequent commands can be guaranteed to be run in a "hermetic" environment, which does not hit the network and perhaps doesn't even need to invoke any plugins?
