debian packaging uses debhelper compat level 7 from 2010

Hi,

the Debian packaging declares debhelper compat level 7. The last debhelper 7 dates back to 2010, current Debian stable has debhelper 12. Declaring compat level 7 is treated as an Error by debhelper 12, thus the package doesn't build.

Simply changing debian/compat to 12 at least lets the build complete and yields a reasonably looking package. I didn't actually try it.
