Support protection of the maximum number of cooldown in cdp plugin

What would you like to be added:

as issue #2149 describes, now cdp plugin supports the protection of the maximum number of cooldown.

Why is this needed:

Sometimes, in a batch job scheduling system, low-priority jobs may be preempted by high-priority jobs. If the job scheduler continuously receives submitted jobs, the tasks in low-priority jobs always are evicted. That makes them starve to death, we need a way to protect them.
