TDM plugins suppose set up timezone

What would you like to be added:

actions: "enqueue, reclaim, allocate, preempt" tiers:

• plugins:
  • name: tdm arguments: tdm.revocable-zone.rz1: 10:00-21:00 tdm.revocable-zone.rz2: 12:00-14:00 tdm.timezone: Asia/Shanghai tdm.evict.period: 1m

Why is this needed:

1. some times we didn't know timezone of default date, especially when running in a container.
2. timezone like UTC is not very readable in our region，so we need to translate time，that not friendly，so let‘s make some things.

You say your approach is more intuitive. I have no objection to that.
