Add Volcano website doc for each version

What would you like to be added:

now we only have v1.x doc, with version increasing, we'd better add a version for each version

such as:

• to keep compitable https://volcano.sh/en/docs link to latest
• latest: https://volcano.sh/en/docs/latest
• v1.5.0: https://volcano.sh/en/docs/v1.5.0
• v1.5.1: https://volcano.sh/en/docs/v1.5.1
• or just like k8s website: https://v1-22.docs.kubernetes.io/releases/

The doc will be published when we tag for specific version, the specific version doc will never be changed.

Why is this needed:

• To keep doc with volcano version sync.
• A static doc for each version tag.
