provide helm chart package for release assets
What would you like to be added:
Currentlty, volcano release only contains source code pacage, if customer wants to install volcano need clone source code first. Please add helm chart package in release assets.
Why is this needed:
improve product usability.
It's reasonable. Besides the helm package, a binary package which contains the vcctl should be also in the release assets.
