28.8 devel curl hook wav with files caching

Added curl hook send after cached WAV are moved to spool directory if caching is used. If caching is not used curl hook is sent instantly after WAV file convertation is finished.

part of this is in our develop tree already. So I got only remaining commits (FIXes and web_hook support for caching mode).

Hi, That's right. And it's Ok.

Patch includes another patch(web_hook_support), which you already have in DEV tree. And, as we discussed earlier, all our patches are made as difference with current master branch.
