protonvpn-cli: remove package

As of 31 March 2025 ProtonVPN upgraded its OpenVPN infrastructure in turn deprecating its legacy OpenVPN configurations. Upstream considers the software deprecated.

Use OpenVPN or WireGuard as alternatives.
