Do you know Rhasspy? It's an open source, fully offline voice assistant toolkit for many languages that works well with Home Assistant, Hass.io, and Node-RED. Especially since Snips has been bought by Sonos, there are a lot of new users and developers joining the project and development is going on rapidly.
