[Java Client] Default to depend on English i18n formatting pattern in Java client

Java client now have offline mode to support on-prem product scenarios where no Singleton Service exists. In offline mode, users need to download and package i18n formatting pattern together with Java client. The default language is configurable in Java client, however we need to package a default copy (English one) for the users in advance.
