The link is broken
Good catch. IMO it's a duplicate of https://github.com/vmware/photon/issues/1594 (see pdf + notes: "page 403 : weblinks are broken in pdf.".
I've been preaching for years that good documentation is worth its weight in gold. Well, preaching will continue to be a trustworthy task.
This is my perception and can be wrong, Closed-source software appliances based on Photon OS are VMware-inside (including Bitnami, etc.) only and are using the common branch. Older appliances often used modified Photon OS 1-3 releases. The docs however are a relict from the years 2015 - 2023. Cybersecurity tools like tcpdump and netcat have exploded in number, including in connection with AI agents to delegate tasks to the appliance. However, proper license management is so difficult. This had to be tackled first.
Business plan always comes first. I've never spoken to the head of Broadcom/VMware Open Source, but I guess it's a non-lighthouse business to maintain a PhotonOS-as-a-building-block business outside of Broadcom's divisions.
