Add all the necessary files to create a proper debian package for network-event-broker.

I created an ITP (Bug#1060439) that asks for an introduction of network-event-broker. At the moment it is not clear if this package will be added, partly because the description in the ITP was not very well written.

This will have to be pushed and explained.

Push the debian packaging to the network-event-broker repository for now as I am short on time. This will allow you to at least build the packages your self or to continue the discussion in the ITP.

No sorry. It is enough effort to do the clearing processes in my company. My patches are under Apache2.0 License by submitting them to this project. I will not start sending vmware special additions to the legal guys.
