Fix static IP allocation

When creating a VIP if autoallocate is set along with static IP, autoallocate is taking over precedence.

auto_allocate_ip (optional) Boolean Auto-allocate VIP from the provided subnet. Field introduced in 17.1.1. Allowed in Enterprise edition with any value, Essentials, Basic, Enterprise with Cloud Services edition.
