NSX has incorrect API paths for v4.1

Describe the bug

All API calls are incorrect for NSX 4.1

Reproduction steps

  1. See API documentation here: https://developer.broadcom.com/xapis/nsx-t-data-center-global-manager-rest-api/4.1.2/
  2. API calls come back with 404 error
  3. 4.1 needs "global-manager" after the fqdn and 4.2 needs "api" after it. ...

Expected behavior

expect response 200 on API calls.
