Hi,

This error can happen for multiple reasons, prime ones being

  1. Mis-configured AMQP bus
  2. Too many org VDC in the system .. CSE can't really handle more than 30-40 org VDC in the system. If you have more than that, please consider increasing the extension timeout parameter of vCD to something large e.g. 60 seconds. More details can be found at https://vmware.github.io/container-service-extension/CSE_SERVER_MANAGEMENT.html#extension-timeout

Without more details about the operation that was being performed it is hard to diagnose what went wrong. If possible please provide more info on the operation, testbed and CSE logs.
