Windows Antrea must have a Cleanup script set on node bootstrap

Bug description In order to provide a more reliable experience with Antrea, HNS Networks must be created on each node restart, this is provided via a powershell script and must be registered in the node on CNI installation.

Expected behavior To have the Antrea cleanup script installed by default on Windows nodes.
