Client-side state storage for outcomes/learning paths

Long term plan with personalization is to track this server-side on the users profile, but in the mean time this is a pretty low-hanging fruit that would be fairly quick to implement. Minimally, we'd like to keep track of where the user is in an outcome, and offer to take them to the page they were on when they revisit the outcome.
