CI: Add additional ChartMuseum instance without authentication

Description:

Add additional ChartMuseum instance with public access, so that we can get rid of the Gitlab repo and Prometheus repo that CI currently uses to perform some tests. Using 3rd party repos can bring some network or availability failures to CI tests.

  • Benefit: Not depending on 3rd parties for passing tests
  • CI event: Always
