Specify Technical Oversight Commitee members and charter

Description of problem

The current version of the RFC process mentions the Technical Oversight Committee but there's no public reference to who they are and what's exactly their role in the project

Proposed solution

Add members to MAINTAINERS.md and link to it from GOVERNANCE.md also including a definition of their role and responsibilities
